Community Garage Sale

Hello everyone, we are sorry for the short notice but we have to inform you that the HOA cannot purchase a permit for a community-wide garage sale event. We have the funds but the city will not allow us to purchase a multi-home permit as they require each home to have their own. This is because they track how many garage sale each home owner has during the year because you are allowed to only have 4 annually (1 per quarter). When trying to purchase this event’s permit, we found out that the last few permits that were obtained for community events were sold to us improperly.

If you would still like to take advantage of the community event, then you can purchase a permit at an H-E-B store, online at the city’s website, or down at the city’s development office for $16. Make sure to display the permit in a location where it can be easily seen.

October/November Newsletter

Happy Fall!

Fall is fixing to arrive and hopefully with cooler weather. The pool season is coming to a close at the end of October and the holidays are approaching rapidly. The Board wants to wish you all a safe Halloween and a Happy Thanksgiving!

We are currently expecting a table top replacement for one of the round tables that broke at the pool.  The tennis court has been resurfaced, entrance gate repaired, and the new net is up. The new backboard is on order and should be arriving soon. As per resident recommendation for pickle ball striping on the tennis court, the Board has approved it. The vendor will be adding it in the near future at no additional charge.  

The Board is looking at replacing all picnic tables in the pool area. The needs of the playground are still under review. The playground mulch should be arriving soon. We are continuing to evaluate the lighting issues at the entrances and drainage around the pool and park.

Our assessment schedule will change for the upcoming year 2018.  These will be due January 1, February 1, March 1 and April 1. We encourage prompt payment(s) to avoid a late fee and interest.  Real Manage will send out the official statement with the updated information. This will return us to our previous assessment schedule.

Community Survey is Live!

The HOA Community survey is now live! You can go to this link (https://goo.gl/forms/Ad6hMuroG7INHTKP2) between now and November 30th to complete the survey. This information helps the Board prioritize how funds are spent in the following year. (Hint: if you don’t want to type in that long URL, then you can go to www.knollcreekhoa.com and find it in the article titled “Community Survey is Live!”).

Assessment Changes

As mentioned in the opening letter, this year the schedule for assessments has changed to ensure that we can collect the fees needed to support the summer facilities maintenance earlier in the year. In 2018, the fees will be collected in January, February, March, and April compared to the 2017 schedule of January, April, July, and October. This will help us ensure that fees are collected before our heavy spending season in the Summer. Keep an eye out for the official statement from RealManage regarding the change in collections.

Daylight Savings Time Ends in November

It’s time to fall back! On Sunday, November 5, 2017 the sunrise and sunset will be about 1 hour earlier than the day before. Don’t forget to turn your clocks backward 1 hour (2:00am).

In case you didn’t know, our volunteer Board and committee members are comprised of homeowners in the neighborhood and each year we elect new members to fill expiring terms. We are also in need of more members to lead and assist in our Social and Citizen On Patrol (COP) committees.

There is great momentum in the community right now and YOU can be part of the great work being done! If you are passionate about our neighborhood, are interested in helping evaluate what repairs and improvements need to be addressed, and want to help increase community engagement and events, we invite you to run for the Board or to participate in the Social or COP Committees. All homeowners are welcome to attend the monthly meeting of our HOA Board of Directors. If you own your home, you should receive the agenda one week prior to the meeting via email. The Board meets at 7:00 PM on the 2nd Monday of every month. Mark you calendar and we hope to see you there! Meeting dates are October 9th, November 13th, and December 11th.

 

Why are there no scheduled events?

There are no scheduled events for the months of October and November. The previous organizer of those events is not available to head the committee and Board members are not allowed to sit on committees. We are looking for some residents who would be willing to head or volunteer some time for that committee to kick back up the fun community events we have seen in the past. If you are interested in being part of this committee, then please send an email to our Community Manager at RealManage by emailing KNOLLCRE@ciramail.com.

  1. Can we get more notice about Board meetings?
    A. The Board is working with RealManage to see how we can improve the notice for Board meetings. As a rule of thumb, Board meetings are always held at the pool house on the second Monday of every month, except for the May Annual Meeting. You can also go to the calendar section on the Knollcreek HOA website (www.knollcreekhoa.com) to find when the meeting will take place in any given month. Also, if you would like to get information through a preferred method, then make sure to take the community survey so we can include your feedback in our 2018 planning.
  2. What is the Architectural Change Committee (ACC) and where can I find the documents related home restrictions?
    A. The ACC is an association committee that reviews and approves/denies external change requests to homes and property. The ACC document can be found in the Resident Portal by navigating the following path: Community Information → Documents → Legal → General → Architectural Guideline Document.

August/September Newsletter

Warm Summer Greetings and Salutations!

We’ve been working hard to keep our Knollcreek community, particular the pool area, well maintained and safe. Recently we replaced the chlorine pump and thanks to Aquatica, our pool vendor, they were able to install the replacement pump promptly, minimizing the amount of time the pool was to remain closed. The access codes to the pool keypad have been eliminated due to unauthorized users. The card access to the pool gate has been corrected from 9pm-10pm. Volunteers have been going to the pool more often to address rule violations in an effort to maintain a friendly family atmosphere. All pool users are expected to know pool rules and abide by them. We encourage people to use the trashcans located around the pool area and to keep all drinks and food away from the pool.

We have requested the repair of our wooden picnic tables. This will allow for a more enjoyable experience while visiting the amenities. The Board has approved the funds to resurface the tennis court. This will be scheduled in the near future. We are also looking at the needs of the playground area. All the lighting around the pool and park has been repaired. We are continuing to look at the lighting issues at the entrances and drainage around the pool and park.

We are currently seeking for member volunteers to head up the Social and COP committees. If you would like to volunteer please attend our next meeting. Without a Social committee social events will not occur.

The Board has 2 Director vacant positions. If you would like to fill a position, please attend the next Board meeting or let Misti Jacobs of Real Manage know so she can send you a nomination form. The Board meetings are the second Monday of every month at 7:00pm.

Pool Reminders

It’s great to see that we have had great attendance at the pool this summer, but RealManage and the Board have received reports of multiple incidents involving poor behavior and violations of the pool rules.

In order to keep the pool a fun and safe environment, please review these key rules with your household.

  • Alcohol and glass containers are PROHIBITED on pool grounds.
  • Food cannot be consumed in the pool.
  • Dispose of trash in the garbage cans.
  • Vulgar language and profanity is prohibited.
  • No more than 4 guests per household, unless it has been a party approved by the Board.
  • Minimum age to use the pool unescorted by an adult is 14.
  • No sports equipment, such as footballs, are allowed in the pool.

This is not an exhaustive list of pool rules. The rest can be found inside the pool house wall. Also, please note that the pool has security cameras installed.

 

New HEB to Open Soon!!!

The new HEB store at Bulverde and Classen is now open!. Now you won’t have to drive as far to buy cases of Topo Chico and barbequing supplies!

The new HEB will have the normal items (groceries, pharmacy, etc.) but it will also be piloting their new optical store and in-store BBQ restaurant…and yes…breakfast tacos will be sold in the restaurant’s drive through. They will also have curbside pickup for those of you who use it at other stores.

 

The New School Year is Here!

If you’re a parent like me, then you’re probably gearing up for one of the best times of year…when you can send the kids back to school. While it can be a relief for us, it can be difficult for your kiddos to get back into the swing of school. Here are some helpful tips that you may want to use to get them excited about the upcoming school year.

  1. Make back-to-school shopping a big deal. Getting the family excited for back-to-school shopping by using it as a stop in a family adventure day. You could make a stop to get the supplies, then do lunch, go clothes shopping, and end with a trip to the movie theatre. This will help break-up some of the “work” that goes into this task.
  2. Don’t sweat school supply outages. It’s fairly common for local stores to run out of supplies a few weeks before the start of the school year. Remember that you can normally order those items from e-retailers like Amazon or even from HEB.com or Walmart.com. Ordering online could save you some time and money instead of driving around trying to find a story with inventory.
  3. Start refreshing study habits. One of the most difficult things for students to do it get back into a habit of studying after spending the entire summer relaxing their brain. Work with your child to do some activities that will help them warm up their brains. These could  be something as simple as having them talk to you about an interesting article/book they have read or as complex as some math problems jog their memory in that subject.
  4. Food and rest are important! It’s easy for kids to burn their energy really quickly in the first few weeks of school. Make sure that your kids have plenty to eat and are getting enough rest. This will help with their transition back to a learning environment.
  5. Tackle homework as a family. This is a tip that can be a huge boost to a child’s performance at the beginning of the year, but it can also be challenging for the parent. Basically, sit down as a family to knock out homework for the first couple of weeks. For your child, having a resource immediately available can take a lot of the frustration out of getting back into the habit of homework. Parents, it may not be easy with everything we have going on, but it’s something simple that can make a big difference.

  1. Which Board members organize events in the neighborhood and how do we suggest ideas?
    A. Almost all of the events in the neighborhood are organized by residents in the community, not the Knollcreek Board of Directors. These are fellow members of the neighborhood that are putting in their time and energy into creating fun activities for us all to participate in. Normally, residents request funds from the Board to ensure that they aren’t paying for events out-of-pocket. We recommend getting clearance from the Board before requesting reimbursement to ensure that there are appropriate funds within the budget.
  2. Can the pool be reserved for parties? What amenities are included in that?
    A. The pool can be reserved for parties during the open pool season. Submit your request to RealManage for it to start the approval process. All regular amenities are included in the reservation, but residents will be required to bring their own coolers or other food storage containers and all guests are expected to follow the pool rules while in attendance.

June/July Community Newsletter

Happy June everyone! With the kids out of school, the pool opening, and the arrival of new furniture, we hope all the swimmers are enjoying making a splash in our pool.

 

First off, we, the Board, would like to thank Michael Litwin, previous president/chairman and Sybille Quigtar, previous director of the Board, for their service. Their terms were up and they opted not to renew. We appreciate all the time, effort, and contributions they made into our community.
On May 13th, we held The Knollcreek Homeowner’s Association Annual Meeting. RealManage gave those in attendance an update on the financial standings of the Association. There was a general discussion and answers were provided to the questions that were brought up. There were no nominations for the open positions, currently leaving us with two vacancies. A subsequent meeting of the board was held for officer selections. Those results are in a later article in this newsletter. The Board also provided an update on the issue with the merger of associations discovered last year. For those that could not attend the meeting, that information is also provided in an article in this newsletter.
However, as the new President of the Board, allow me to introduce myself. My name is Olga Harrison and I have been living in Knollcreek since 1993. My background is in banking and I joined the board last year by filling in for a position and served as Treasurer.
More repairs and updates are a in progress during the coming months. We are currently looking into resurfacing the tennis courts, adding mulch to the playgrounds, and taking care of drainage and lighting issues.

Board Officers for 2017-2018

As mentioned in the President’s letter, Sybille and Michael’s terms have expired as Board members, the Board held a meeting to reorganize their officer positions. The following are the officer assignments for 2017-2018.

The HOA didn’t have anyone submit their name to RealManage prior to the meeting or step up for consideration during the event. As a result, we have TWO vacancies on the Knollcreek HOA Board of Directors. These openings will be filled by the Board in a regular monthly meeting and will be formalized by a community vote at the next Annual Meeting. If you are interested in placing your name forward for consideration for the Directorship or Treasurer role, then please contact RealManage at knollcre@ciramail.com. If you would like to discuss what each role entails and learn more about the duties as a member of the Board, then you can reach out to Stuart Bankey at secknollcreek@gmail.com.

 

Unification of the Associations

We received confirmation from the Secretary of State that the paperwork completed but not filed correctly during the initial merger of the Knollcreek and Knollcreek North Associations was accepted! We are just waiting on the certificate from the Secretary of State’s Office to have the official record.

A special note: While the associations have been merged, it does not mean that the Declaration of Covenants, Conditions, and Restrictions (DCC&Rs) have been merged too. This merger is just for the operational functions of the association. We understand that this can cause an improper violation letter to be sent from time-to-time if the inspector doesn’t confirm the DCC&R for an address. The Board is working with RealManage to prevent those from happening in the future.

If the community would like to merge the DCC&Rs, then it will require a formal process and a vote from at least 67% of the community. If you would like to see that effort, then please provide feedback to the Board via our Community Manager at RealManage.

 

New RealManage Point-of-Contact

This is just a reminder that we had a change in our RealManage Community Manager a few months ago. Misti Jacobs has taken over for Ivan Rivera for owning the relationship with Knollcreek. However, this does not change how residents submit issues or contact RealManage. You can still submit items through the RealManage portal, by emailing knollcre@ciramail.com, or by calling them at 1-866-4-RealService (866-473-2573).

Amenities Repairs/Improvements

In March, the Board approved the following repairs to Association property.

  • The Kiddie Pool had to be flushed and cleaned by our pool vendor. While it has lost a little bit of the surfacing on the bottom, the vendor felt it was safe enough to open until it can be repaired during the off season.
  • Received a quote for repairing the lighting in the tennis court and inside the pool area.
  • Received the new pool furniture!

 

The New Pool Furniture Has Arrived

The new pool furniture has arrived and we have disposed of the old items. We’d like to give a special thanks to Jeff Hamel, Renee Baker, Kate Puentes, Emma Vohwinkle, Ellie Vohwinkle, Martin Vohwinkle, and Jaden Mirlohi for helping unload and setup all the new pieces.

Pool Usage

Pool Hours
Monday: 2-10pm (Closed in the morning for cleaning)
Tuesday – Sunday: 5am-10pm
Note: the signs for hours at the pool are incorrect, but the Board is working with RealManage to get those updated.

Access to the Pool
All residents current on their HOA dues can access the pool using the keycard that was issued last summer. If you do not have a card, have lost it, or it does not work, then please contact RealManage so they can assist.

There were some individuals who had access to the pool using a PIN code. If you see anyone enter the pool using a PIN that is not a member of the Board or a vendor, then please report that event to RealManage immediately. Unauthorized access to the pool is an offensive can be escalated to the Police by the Board of Directors.

Disturbances in the Pool
Knollcreek is a diverse community with people ranging in all ages. It’s not uncommon to have local teens want to hangout at the pool during the summer. This is fine as long as EVERYONE obeys the rules of the pool. This includes no rough play, no glass or alcohol in the pool, and no profanity. The complete set of pool rules can be found on the interior wall of the pool house.

If you see an someone (or a group) that is breaking the rules of the pool, you have a right to ask them to stop. This will resolve the issue in most cases. If they continue to break the rules, then please contact RealManage with a detailed description of the issue and the individuals involved. You can also contact the San Antonio Police Department Non-Emergency line at (210) 207-8126.

Pool Parties
The pool can be used for parties, if you reserve it in the appropriate manner. To do so, email RealManage at Knollcre@ciramail.com with the date, number of people, and desired time of the event. RealManage will work with you and the Board to ensure approval and processing of the reservation fee.

 

It’s Spider Season

The weather is heating up and we’ve seen some rain so it’s not uncommon to have a few new quests pop out of the ground this time of the year. The Texas Brown Tarantula is denizen of our neighborhood and will come out from it’s burrow when it gets wet. These spiders grow to have a 4-inch leg span and tend to live underground. These docile creatures feed on insects, such as crickets, grasshoppers, and cockroaches.

If you see one, it’s best to leave it alone so they can go about their business of being your pest control. Regardless of what you might think, their goal is not to harm you. If one is out of place, such as found a way into your house, then find a way to gently contain it until you can take it outside to a safe place.

Q. Why does the Board use the current communication strategy and how much does it cost for each channel? Why are Board members not active on social media?

A. The Board is leveraging different communication channels for specific purposes. Last year, the Board passed a social media policy banning current and future Board members from being members of Social Media Networks with any association to Knollcreek, such as Nextdoor and Facebook groups. This was performed under the advisement of our attorney. The website is maintained by the Secretary of the Board and is the official, digital channel for communication from the Board. The annual cost for the website is $250.

The newsletter is mailed out every two months and contains the same information that is posted more immediately on the website. The schedule for the newsletters is February/March, April/May, June/July, August/September, October/November, and December/January. The cost for each newsletter that goes out to the community is $250 (or $1,500 a year). Finally, emails are sent out by RealManage for required notifications, such as Board meetings, or at the special request of the Board of Directors when the Board feels it necessary to supplement mail and website communications. Each email outside of our contractual limit with RealManage cost the Association is $35.

5/8/2017 Kiddie Pool Update

There was something that affected the Kiddie Pool this last weekend after the pool opened that caused the finish in the pool to turn brown. There were several residents that contacted RealManage to let them know of the issue. The pool maintenance vendor was contacted and performed a “shock” on the pool Sunday morning since it was thought that the discoloration was related to an algal bloom.

Unfortunately, that was not the issue and the water and pool surface remained discolored. A Board member met with the pool team again today (Monday, May 8th) to discuss the issue further. They decided to drain the Kiddie Pool, refill it, and add in a stain remover. As you can see by the picture, the pool’s color has returned to normal but the water’s chemicals will need to be re-calibrated and the vendor will need to evaluate the surfacing before the Kiddie Pool can open again.

We apologize for the inconvenience, but the Board would prefer to ensure that everything is okay before we reopen that section of the pool. We will update the website again once we have received the “all clear” from the vendor.

As a final note, thank you to all the residents that contacted RealManage to notify them of this issue. They were able to contact the pool vendor over the weekend and get the repair process started. Please continue to contact them if you see any issues with the amenities within the community.

Update, 5/10/2017: The kiddie pool has been cleaned and has been reopened by the pool vendor. There are still some areas where the finish on the bottom has been removed, but he does not feel that it should be a concern for this pool season.

April/May Newsletter (2017)

Happy Spring! There are a lot of important events coming up over the next couple of months that the community needs to know about. These include the status of merging the associations, opening of the pool, and the election of new Board members. The details will be in separate sections within the newsletter, but we recommend that everyone review the content and take action.

Unification of the Associations

On April 2nd at 5 PM, the Board met in a special meeting to discuss the unification of the association. A second opinion of our situation verified the findings of the Association’s attorney confirming that our paperwork was filed properly in Bexar County but not at the state-level. Upon receiving this information, the Board passed a motion to proceed with unifying the Knollcreek and Knollcreek North Homeowner’s Associations at a special meeting later this year if we are rejected after submitting the initial filing in the correct manner. If we have the meeting,  it will likely be in May but the exact date is to be determined.

We are sure that there are a lot of questions pending on this manner. Once we know if the filing has been rejected, then we can start sending out information on future meetings and how the process of merging will impact the community. If they accept the paperwork, then can continue to operate in our present model. For timely updates, please check in regularly to the Knollcreek website (www.knollcreekhoa.com) for future updates.

  • Receiving quotes for repairing the roof for the pool house and working with the insurance company to determine what kind of roof can be installed at a reasonable cost.
  • Requested quotes for repairing the surface of the tennis courts and net.
  • Approved buying new furniture for the pool. (More details below.)
  • Started to review the cost of upgrading the sidewalk in the park to poured concrete.

 

New Pool Furniture!!!

You all asked for it and the Board approved it. In the March Board meeting, the Board decided to invest in some sturdier, high-grade pool furniture to replace the plastic items at the pool. This includes multiple loungers, chairs, and tables. If treated well, these could last a good while between replacements.

The order has been placed with the vendor and it should be arriving sometime over the next few months. To save on some of the cost of the equipment, the Board opted to have them shipped unassembled. This is where YOU can help! Keep an eye out on the Knollcreek website (www.knollcrekhoa.com) to see when it arrives. We will have a session to assemble the new furniture and move it into the building. Keep the feedback coming in!

Pool Reminders

The other day, the Board was notified of a couple of teens using the pool before it was officially opened. It was an honest mistake, but it wouldn’t be a bad time to have a refresher of some of the hours and rules for pool use.

Monday: 2-10pm (Closed in the morning for cleaning)
Tuesday – Sunday: 5am-10pm

Note: the signs for hours at the pool are incorrect, but the Board is working on getting those updated soon.

Other Important Items/Rules

  • There is not a lifeguard on duty, so swim at your own risk.
  • The minimum age to use the pool unattended is 14 years old.
  • No alcohol or glass containers are allowed in the pool.
  • There are security cameras monitoring the pool, so please adhere to the terms of use.

Q. Where is the resident portal and how do I sign-up?
A. The Resident Portal is located at https://www.ciranet.com/ResidentPortal/. You can register for an account by selecting the “Don’t have an account?” link under the “Log In” button.

Q. How do I escalate neighborhood issues?
A. Please call 911 if you notice that someone is in urgent need of medical or police assistance. If it is not an urgent matter but the police are still needed, then you can call the San Antonio Police Department non-emergency line at 210-207-7273. If you notice an issue that needs to be addressed by our community management company (RealManage) or needs to be brought to the attention of the Board, then please submit those requests to RealManage at 866-4-RealService or knollcre@ciramail.com.

 

Potholes and Street Repairs

The community survey provided a good amount of feedback on the condition of the roads in the South side of the community. Unfortunately, the city owns road repairs so there is not much the Board can do on this matter. However, on April 11th one of the Board members is going to go through every street on the south side and submit repair requests for the damage in the road. We encourage everyone to do the same so we can get the city to take action on starting these repairs.

Happy February everyone! We hope that you enjoyed the holidays and the 3 days of Winter that we had this season.

First off, we would like to thank everyone who completed the Community Feedback Survey. We received a lot of great ideas/requests that we are going to be looking into as part of our annual planning. There is a section later in the newsletter that will go more in-depth about these items. Once the plan is complete, then we will make sure to post it on the website (www.KnollcreekHOA.com) so it is available to everyone who wants to review it.

Also, we wanted to remind everyone that our Annual Meeting will be taking place on Saturday, May 13th at 12pm (Noon). During this meeting, we will be giving an update on the state of the community over the last year and be voting on the unification of the two Knollcreek Associations and electing new Board Members. Community Survey Results

The results from the 2016 Knollcreek Community survey are in! This article goes over the details of the survey and will review some of the recommendations that were made to the Board to improve the community. The Numbers

There were 46 respondents from the 544 households in Knollcreek. This means that approximately 8.5% of the association took the survey. At 95% confidence interval, this provided a sample with a 13.8% margin of error. 93.5% of the respondents owned a home in the neighborhood and it was their primary residence, 6.5% of the respondents were renters, and 0% of the results came from people who owned a home and rented it out to others.

The question “would you recommend that a friend or family member live in Knollcreek?” was a variant of the Net Promoter Score (NPS) question used in business to determine customer loyalty. The NPS scale ranges from -100 to 100 and our community scored a 7. A score of 80+ suggests a “world class” organization. Scoring groups are divided between “promoters”, “passives”, and “detractors.”

Sentiment and Themes

Across all groups, there was positive sentiment regarding the family friendliness of the neighborhood, location of the neighborhood, increase in community events, and improvement in communications. Negative sentiment items among all groups were communications from RealManage, lack of understanding into the plans and priorities of the Board, and residents who are not maintaining their properties to neighborhood standards.

Next, each group of respondents was reviewed for the top requests for community improvements. Promoters requested decorative fencing along the perimeter of the neighborhood (similar to Longs Creek), addressing mailbox theft, improvements to the pool and park areas, and improving the lighting in the park to improve night time security. Passive respondents requested repairs to the streets, Longs Creek-style fencing, pool improvement, more aggressive enforcement of the The Declaration of Covenants, Conditions and Restrictions (DCC&Rs; AKA “Property Bylaws”), and to address issues with RealManage. Detractor residents requested park improvements, better landscaping for community entrances and common areas, Longs Creek-style fencing, more aggressive enforcement of the DCC&Rs and improvements to the pool.

The following list of items are being sent to RealManage to provide preliminary estimates so the Board can prioritize incorporating them into a long term strategic plan for community improvement as our annual budgets are unable to do everything in one year. In no particular order:

  • Build Longs Creek-style fences along the perimeter of the neighborhood and around the homes on the main drive
  • New playground equipment, park benches, tables, dog stations, and grills.
  • Pool monitors
  • New pool furniture
  • Remodeling the bathroom at the pool
  • Heating the pool
  • Install vending machines at the pool
  • Paving the walkway in park
  • Install motion-sensor lighting in the park
  • Install lighting in the tennis courts
  • Resurface the tennis courts.
  • Install a half court basketball fixture in the tennis court.
  • Building a dog park.

Communications Feedback

Respondents preferred communication channels, in descending order, were email, the Knollcreek website (www.knollcreekhoa.com), traditional mail, social media, and physical bulletin board. Feedback to improve the website included adding the DCC&Rs to the site, email alerts for new items, more items in the FAQ, and posting summaries of Board meetings and the Board’s multi-year plan. Recommendations on improving Board communications included the creation and publication of summaries for the Board meetings, publication of the Board’s multi-year plan for the community, and improving the communications (content and timeliness) of items sent from RealManage.

Recommendations to the Board

There were a number of recommendations that were submitted to the Board for consideration as we move forward. The list of recommendations that was submitted:

  • Non-liability community improvements being considered for prioritization should seek to address Longs Creek-style fencing and pool improvements first since those affect all NPS groups. Park Improvements and enforcement of the DCC&Rs should be the next highest priority for the Board.
  • The Board needs to create a list of all items with quoted/estimated costs and place documents on the website. This includes items recommended by the residents as well as liabilities.
  • The Board should place meeting summaries on the website so people can understand actions that are going to be taken by the Board. These items will also be placed in the newsletter.
  • The different communication channels need to be defined with the type of content that is published in each channel, publication frequency, and the costs associated with using those channels.
  • Residents need to be educated on channel contribution models so they can understand how to contribute on their own and effectively use existing resources.
  • The Board needs to organize and create a 3 – 5 year plan for the community and publish this resource online via the website.
  • The plan needs to be revisited at least every year to make sure that established priorities continue to make sense.
  • Annual surveys (such as this one) are needed to collect feedback to drive board action.
  • Execute on an education series to inform the residents on how they can influence change and make their voices heard in the community.
  • The Board needs to make more frequent use of digital surveys when determining which items we need to take action on next (or to save for later) when the path is uncertain.
  • Educate the residents on how community events are planned, funded, and executed so more individuals will be empowered to run those on their own.
  • Designate funds into an “events pool” so more items can be sponsored by the Board.
  • The Board needs to create a list of items that they can directly execute on and gather information on resources that can be leveraged that go outside of their control.
  • The Board needs to educate residents on what items can be addressed by the Board and which items fall into the jurisdiction of the local or federal governments.

We hope that you found the results from the survey helpful as enlightening, and the Board would like to thank everyone who took the time to give their feedback. The Board will be working over the next couple of months to create a plan to execute on the feedback collected in the survey. New FAQ Items from the Feedback Survey

The recent community survey provided some new questions to add to the FAQ section of the website. These answers will be adding to the website soon, but in the meantime we have answered them in this article:

Q: What can be done by the Board regarding the mailbox theft in the neighborhood?
A: Mailbox theft and vandalism is a Federal offense, as they are the property of the United States Government. It has been suggested to the Board that we request the Board, the Police, or the United States Postal Service install cameras to monitor the mailboxes. Unfortunately, the Board and Police cannot do so without infringing on personal property and creating a potential legal issue for the Association and homeowner. A member of the Board has reached out to the Postmaster to see if he can come to the neighborhood to discuss the issues with everyone, but we haven’t been able to get confirmation on a date for that meeting yet. We will continue to send out communications as we continue to arrange that meeting.

Q. Which Board members organize events in the neighborhood and how do we suggest ideas?
A. Almost all of the events in the neighborhood are organized by residents in the community, not the Knollcreek Board of Directors. These are fellow members of the neighborhood that are putting in their time and energy into creating fun activities for us all to participate in. Normally, residents request funds from the Board to ensure that they aren’t paying for events out-of-pocket. We recommend getting clearance from the Board before requesting reimbursement to ensure that there are appropriate funds within the budget.

Q. Can the DCC&Rs be added to the neighborhood website (www.knollcreekhoa.com)?
A. The Board is looking into ways these can be posted that is easy to find on the website. An announcement will be sent to all homeowners once these are posted.

Q. Why does the Board use the current communication strategy and how much does it cost for each channel? Why are Board members not active on social media?
A. The Board is leveraging different communication channels for specific purposes. Last year, the Board passed a social media policy banning current and future Board members from being members of Nextdoor and Facebook groups with any association to Knollcreek. This was performed under the advisement of our attorney. The website is maintained by the Secretary of the Board and is the official, digital channel for communication from the Board. The annual cost for the website is $250.

The newsletter is mailed out every two months and contains the same information that is posted more immediately on the website. The schedule for the newsletters is February/March, April/May, June/July, August/September, October/November, and December/January. The cost for each newsletter that goes out to the community is $250 (or $1,500 a year). Finally, emails are sent out by RealManage for required notifications, such as Board meetings, or at the special request of the Board of Directors when the Board feels it necessary to supplement mail and website communications. Each email outside of our contractual limit with RealManage cost the Association $35.   

Q. Can a brief summary of the board minutes be added to the website for those that cannot attend?
A. The best way for any resident to know what occurs at a Board meeting is to attend in person. This will allow you to ask questions and get clarification on any issues. We recognize that many of residents are unable to attend for many reason such as work schedules or childcare issues. The Board is looking into how we can generate a short summary of future Board meetings and have those items posted on the website within a couple days of the meeting.

Q. Can the board provide information about the details covered in executive session?
A. Due to their sensitive nature, items covered in Executive Session can only be discussed and reviewed by members of the Board of Directors.

Q. Where can we find the official board minutes?
A. The official minutes are approved in the month’s meeting after the session has taken place and uploaded into the Ciranet (RealManage) portal. For example, the January meeting minutes are approved at the February meeting and uploaded within 1 business week of that session. All homeowners have access to the RealManage portal and the link can be found on the HOA website.

Q. Can we get more notice about Board meetings?
A. The Board is working with RealManage to see how we can improve the notice for Board meetings. As a rule of thumb, Board meetings are always held at the pool house on the second Monday of every month, except for the May Annual Meeting. You can also go to the calendar section on the Knollcreek HOA website (www.knollcreekhoa.com) to find when the meeting will take place in any given month.

Q. What is the Board’s plan for community improvements?
A. The Board focuses on repairs that are liabilities for the Association first. Then we review improvements that will make the biggest impact on NPS groups and fall within our budget. We are working on creating a plan that addresses projects over time but we have not completed that planning at this time.

Q. What can the Board do if my neighbor is excessively loud or has a dog barking at all hours of the night?
A. The Board has little they can do in these matters. We can send a letter to the homeowner informing them that we have received a complaint, but the Board has no jurisdiction for enforcement. We recommend that you talk to your neighbor about the issue first. If they do not take action to remedy the problem, then call San Antonio Code Compliance so they can investigate the problem.

Amenities Repairs

In January, the Board approved the following repairs to Association property.

  • The electrical fixtures at the entry monument near Jung road were malfunctioning. This issue has been addressed by an electrician.
  • It was reported to the Board that the Kiddie Pool had a chip in the surface at the bottom. The Board approved the repair of the problem and it was completed on January 16th.

 

Airport Noise

Many of our residents have noticed a significant increase in the airport noise as compared to this time in previous years. An airport official who manages the noise complaint line said the following about the early morning flights we’ve been hearing:

  • We can expect an increase in air traffic over our neighborhood at least through early April, due to construction on another runway. Unfortunately this does include early morning shipping companies.
  • On mornings that are clear, the preferred route for the shipping companies goes over our neighborhood, so we can expect these 4am flights to continue. It won’t be every day, but many days.
  • If anyone else wants to talk to them and get more information, the officer provided his number (210-207-3471).

Hopefully by the summer we won’t have quite so many flights. Thank you to resident Katie Barbera for taking the time to call the airport and to report back what you found out!

Parking and Community Guidelines

Over the last few months, the Board has been receiving a growing number of complaints regarding residents using the streets for permanent parking instead of their driveways. As a reminder, section 17 of the DCC&Rs states that “No automobile, truck, camper, motor home, mobile home, boat or other vehicle, trailer, machinery or equipment of any kind shall ever be parked on any lot or on any street right-of-way, easement or common area adjacent to any lot, except for temporary parking incident to the contemporaneous use of such object or as otherwise approved by the Board of Directors…”

Essentially, if you need to park your car in the street for a few hours, then you’re fine. However, the street is not a good solution for long-term parking. Since the complaints have been increasing, the Board made the decision in the February meeting to enforce this section of the DCC&Rs. Please submit a request to RealManage for Board consideration if you have a circumstance in which you cannot use your driveway and/or garage for storing your vehicle.

Winter in the Park & Holidays

What a fun Holiday season! Thank you to everyone who helped make the Winter in the Park event so fun for our kiddos. The games, crafts, photo booth, and other activities were all planned by residents in our neighborhood and the children had a blast! Thank you to Nicole Nagle and her son, Renee Baker, Allison Rogers, Haley Bankey, Brandy Hamel, Katie Barbera, Cheryl Olivieri, Kirsten Northrup, and Mary Samplaski for making it happen!

Also, congratulations to Ray and Renee Baker for winning the Holiday Yard Decor Contest. Their extravagant painted wooden displays sparkled and made the evenings shine! They won a $50 giftcard to Target courtesy of our Board of Directors.

 

Bunco Christmas!

Our long-running Ladies’ Bunco Group celebrated the season with their annual Christmas party including a fun gift exchange. This group has been meeting monthly for almost 20 years and they are still going strong! Thanks for sharing the photo ladies!

Pool Opens – May 1

Our park and tennis courts are currently available year round, and with this mild winter, plenty of our residents are taking full advantage of this. Our park is open from dusk until dawn and we ask that residents leave after dark for safety reasons. Our tennis courts are available from 6:00 AM – 10:00 PM year round.

The pool opens for the season on Monday, May 1st, and residents will have their pool cards reactivated if they are current on association fees. New cards may be picked up at the RealManage offices. Pool hours of operation are Tuesday thru Sunday from 5:00 AM – 10:00 PM and Monday from 1:00 PM – 10:00 PM.

If you’re planning on having a pool party this summer, feel free to reserve your space today. The deck is ready for use, the baby pool has been repaired, and new pool furniture will be in place by May 1! Call RealManage to reserve the deck today!

 

REMINDERS & TIPS

Curb Appeal Can Mean Higher Property Value

Property values continue to rise across the city. If you want to take advantage of that opportunity, then here are a few simple things that you can do to increase your value.

  1. Make sure that you keep up with the maintenance of your yard and the exterior of your home. This also includes keeping yards free of clutter and properly storing trash cans and vehicles. Make sure to address the external repairs quickly so they do not become a much bigger problem later.  If you’re having a hard time with it on your own, then reach out to a neighbor or a company that can get those done for you.
  2. Reduce animal noise. Prospective homeowners don’t tend to favor neighborhoods that have a lot of barking dogs or fighting cats. If you own pets, then take steps to reduce their noise (especially at night). If your neighbor has some pets that are making a racket, then go over and talk to them so they understand the situation.
  3. Refresh the paint on your home. Adding a new coat of paint to the home, door, and trim can be an easy, cost-effective way to improve the value of your home. Neutral tones tend to have the best resale values when potential buyers are looking for a new place. As with any external improvements to your home, make sure to submit the proposed change to the ACC before going through with it to ensure that your colors align with the standards for the community.

Do these things really make a difference and why does it matter?
Yes, these small improvements can make a difference on the value of your home. Keeping up with your home shows pride in your investment and it has a large impact on a home’s resale value when everyone takes care of their property.

According to a recent study by Keep America Beautiful:

  • 93% of homeowners said a dirty neighborhood would lower the value of property in their eyes and would definitely influence their decision to buy.
  • 40% of homeowners said litter would reduce a home’s value to them by as much as 10% to 24%.
  • When speaking to Realtors, KAP said 55% of them believe litter reduces a property value by 9%.
  • 60% of property appraisers said if they saw litter they would decrease the value of a property.
  • According to the National Association of Home Builders, litter in a community reduces overall property prices by about 7%.
  • Noisy neighbors/pets or the presence of loose pets can lower home values as much as 5-10%.

I’ve tried to talk to my neighbor but they won’t take care of their property. What can the HOA do to help in this matter?

If the homeowner’s issue violates the DCC&Rs for the association, then the HOA can issue an official warning to the homeowner. If the problem persists, in some cases, the HOA can take the homeowner to court (at the owner’s expense) and put a lien on the home.

In the end, we are all trying to have a nice neighborhood and get the most out of our homes. Make sure to regularly talk with your neighbors and follow the ACC guidelines to ensure that we can continue to maintain the high standards of our community.

Suspicious Activity Reported

Hello everyone,

A homeowner reported some suspicious activity to RealManage and it made its way to the Board. Recently, there has been a few people are trespassing to inspect the contents of residents garages when they leave them open. We have advised the homeowner to file a report with the police, but the Board also suggest that everyone keep their garage doors closed you are not within site of your property.

If you see someone entering your neighbors property without their permission, then get as much information about the people as possible and contact the police (including make, model, and license plate of their vehicle). For your safety, DO NOT engage or approach anyone who is trespassing on someone else’s property.
